ACLs are new in _upstream_ GNU tar.

Due to make the ACL proposal as non-invasive as possible (as it was one of
the initial requirements for such contribution). Good question would be
whether the default may be changed upstream?
As a workaround, users are still able to use TAR_OPTIONS environmental
variable turning this on by default.
