After the first look star seems to have the features I need (though in my case
I have to actively use gnu tar specific
--exclude/--recursion/--anchored/--wildcards so a deeper research is needed
to understand whether I can implement what I need using star) and appears
to be maintained the last two years (but the absense of releases from 2009 till
2013 is not a good sign imho).

But it definitely deserves some time to look at it deeper.
