That's the way they're implemented now. It may be possible to separate
them, though.

That's not so straightforward. There is at least one case whereby two
otherwise conflicting options can legitimately be used together: one of
them can appear in TAR_OPTIONS environment variable to set up a default
behavior, and then another one can be supplied in the command line to
temporarly override it.
