[Bug-tar] [GNU tar 1.31] testsuite: 12 13 14 15 17 123 124 failed

I am particularly concerned about the compression failures (tests
12..17) since I use compressed tar archives a lot.

I hit the error on a home built system, but this log is from Ubuntu
18.10 to make sure it wasn't something on my home system.
