Actually, I fail to see what's wrong with issuing another call to
setlocale. Just be sure to switch only two or three times, just the
time to load a bunch of translation, and that's all.
This way you let the translators do their job once only, and within a
known environment (not TeX).
Actually, maybe a part of the txi-??.tex files should be generated
from the regular .po files.
