I noticed this when comparing my semiautomated license upgrading with
what's in gnulib. GPLv3 recommends some wording to be put into files;
in that wording, texinfo.tex replaces a colon with a semicolon and a
comma with a semicolon. Also, texinfo.tex contains some trailing
white space. Very tiny issues but I thought I'd mention them. Here's
a patch, relative to what's in gnulib.
