I use Yocto: http://www.yoctoproject.org/
It gives me a base system with gcc and make and such, and then I go from
there.

Absolutely true.

It's trivial to manually break this particular cycle. It's obviously
not trivial to make gcc build without a C compiler, so I just accept
building it cross always.
