Indeed, now only regular sectioning trees are accepted.  Since @top is at
an upper level of @chapter or whatever you have in intro.texi, it needs
to appear before.  Similarly @chapter should appear before the first
@section and so on and so forth.

And to make matters worse, at least the way I fixed this
is broken with 4.13. :(

/home/joel/rtems-4.11-work/rtems//doc/started/started.texi:59: @top used before @node, defaulting to Getting Started With RTEMS.

Is there an order which works with both? This stuff is subtle
and I wouldn't be surprised if I hadn't tripped across it. :(
