I wonder if we could eschew the use of LANGUAGE and use LANG instead
or one of the other variables
(https://www.gnu.org/software/gettext/manual/html_node/Locale-Environment-Variables.html#Locale-Environment-Variables)
to avoid this problem. This is assuming that libintl-perl is doing
things correctly.
