Hmm, it's strange that this happens although you have set
  DIST_DEPENDS_ON_UPDATE_PO = no
in po/Makevars.

This POT-Creation-Date should help translators to understand whether
what they are translating is new or old. Therefore it's normal that it's
different each time a new tarball is built or when the maintainer forces
a new .pot file.
