Indeed, the culprit is the following commit, and the reason is likely
because the info/t/config/texinfo/infokey file is not committed.

    info tests: avoid any default config files.
    
    * info/t/Init-test.inc: Locate config files by setting
    XDG_CONFIG_HOME.
    * info/t/Infokey-config, info/t/config/texinfo/infokey: File moved.
