As a random passer-by, I'll point out that it is not uncommon (and IMO a good thing) to document such in 'wgetrc.1' rather than 'wget.1' (preferably with See Also note, of course).
(Personally, I tend to think a help2man that can add templates to build other sections is best; that way you only need to maintain the other bits of the man page - if any - and not the options reference.)
