Details:

In 2002-05-24 a getenv("TERM") was added to disable the progress bar for
"emacs". "emacs" nowadays (GNU Emacs 24.4.1), however, sets TERM to "dumb" and
actually supports the progress bar flawlessly. I tested it both for async
commands and Emacs shell buffers.

I think this getenv() and the check can be safely removed, unless you want to
support 14 year old emacs.
