No it doesn't. The current version dates from 2005.

I'm offering to sit down and clean it up, but surely some other GNU
project already has an updated regex.c that could simply be copied?

Indeed, libc, and this has already been done.

It is possible that you have to look in CVS; I have a release (2.2.60) pending because I was hoping to get some feedback on portability, but I may just release anyway, because it's been waiting a while.
