I have no idea! ;-) 
Ideally, the conversion should be simple and the format should be 
robust and easy to understand. There seems to be a tendency towards
texinfo here, is that right? As long as we can generate HTML for
the Windows world, we should be fine.

So why don't we just take texinfo?
