Yes, unless they've broken the API (unlikely). Obviously anything new will not 
be available until added to the binding.

That brings up an interesting question - what to do when we add a new feature 
but want to compile on a system with an older version.

Really? I have Firefox 3 beta 5 on my system with Cairo 1.4.14 (Arch Linux).
