If you will be using all exports of foo w/o rename or prefix then this  
is easier:

(module bar
  (...)
  (use foo) ;(require-extension foo)
)

Import is purely syntactic. Best to read as '(import-identifiers foo)'  
rather than '(import-library foo)'.
