I don't think so because I made no dependencies to the doc target so you
can build a  free distribution (compile - with jikes  or other), and use
other soft to build the doc or even the jar. 

I speak as  a Debian Maintainer: I can use the  compile target, then use
fastjar and gjdoc ;)

I don't  know how  we proceed:  wait for sometime?  make a  vote? commit
until someone else objects and remove? ;)
