[PATCH 5/7] doc: tweak NEWS

* NEWS: Slightly obfuscate a line to avoid a false-positive
doubled-word ("is-is") match.
Fix a grammar error in news for 8.2.
* cfg.mk (old_NEWS_hash): Resync.
