fmt with no balance

I would like to edit fmt (fmt.c) to not seek paragraph balance, ie. maximize the
number of characters on each line on a FCFS basis. This would be similar to 
solaris
fmt. After looking at the many macros in the source, I couldnt tell where to 
begin,
or even if it is possible without major modifications. Could someone help?
