It was unneeded and broken since the removal of 'su' from GNU
coreutils, in commit v8.17-16-g928dd73 of 2012-06-06, "su: remove
program (util-linux is now the best source for it)".

* Makefile.am (install-root): Remove.
(ALL_RECURSIVE_TARGETS): Update.
