  Add --update-voted-state option to client. When called, the client
  update the voted state of question by requesting participant votes
  from the server. This should be done explicitely as (1) it is costly
  -- 17s for about 100 questions -- and (2) is won't be needed hopefully
  ;) after v0.8.

  New function Clerk.determine_voted_state that does the job of this
  option.

  Update man page with new option and effectively used files in .demexp/
  directory.

* po/fr.po

  New strings to translate.
