Follow-up Comment #3, bug #22714 (project denemo):
I don't know much about this either, but I just experienced the same thing:
in german locale, the menu item doesn't display it's name when placed on the
desktop. I patched the desktop file to include german translations, now it
works (patched file is attached).
I second the original poster's argument and suggest to remove untranslated
keys from the supplied .desktop file, in order to prevent this from
happening.
The Standard specification mentions that if a localized key is present for
the current POSIX locale, it will be selected.
