But, more to the point, binreloc.c will not compile on non unix systems
with ENABLE_BINRELOC defined as it tries to include unix specific
headers. So if you cannot easily control ENABLE_BINRELOC via gub, we can
either abandon binreloc in config.in (again) or I can put stuff around
it so windows will build regardless.
