Follow-up Comment #1:
In git now.
This will still advanced to the next measure if there is *anything* in it,
even a time signature change. That's not ideal, but this use case is people
entering notes without entering the rhythm first, in which case they should
not enter other stuff first either.
Note it does the correct thing when playing pitches over rhythms - it does not
try and fill out measures if the rhythm has already been put in leaving a
partial measure (e.g. half-bar for a first time bar).
