The help manual only tells you how to find commands like fermata, it
doesn't list the (thousands) of commands ... in this case you need to
use the View->Command Center and type in "fermata"
When you get as far as "ferm" you find this command:

Command: (Print) Standalone Fermata (for Barlines)
Adds a standalone fermata which has no playback effect. Can be used to
place a Fermata on a barline.
Location: Object Menu ▶ Directives ▶ Markings
Internal Name: FreeFermata

when you type the next letter "ferma" you are on the command

Command: Fermata (Off/On)
Mark/Unmark the chord with a fermata
Location: Object Menu ▶ Notes/Rests ▶ Markings ▶ Articulations
Internal Name: ToggleFermata

which is a rather low-level command, hidden because a more
sophisticated one exists,
and then when you type the t (getting "fermat" you are on

Command: Fermata (Off/On)
Mark/Unmark current selection or object with a fermata
Location: Object Menu ▶ Notes/Rests ▶ Markings ▶ Articulations
Internal Name: FermataSelectionSwitcher

which is probably the command you want.

You will see that this one has a keyboard shortcut A,f (that is Shift-a 
followed by f, for articulation-fermata. You may wish to set up many
others such as A,t for a "turn" or A,m for a "mordent").
