I created a non-member test account on fsf.org for myself (karltest),
and then went to http://directory.fsf.org/wiki/Texinfo, and clicked on
the "Click here to file a bug or make a suggestion" button.

Result (in red):

  This is the page for editing with a form. You must specify both a form
  name and a target page in the URL; it should look like
  'Special:FormEdit?form=<form name>&target=<target page>', or
  'Special:FormEdit/<form name>/<target page>'.

And there is no apparent way to edit anything.
