there is nothing in that license to judge upon - the only thing to judge is whether the commercial license is for a different software than the AGPL software - you would need to go to their website and see how it is advertised and if there is any indication that the commercially licensed software has more features if that license text as you posted it is in the same file that would indicate that it covers that one package
