most popular programs as they are mentioned only for the sake of saying

exactly the opposite: to offer advice wherever possible on how these
programs, in their upstream form, can be or have already been liberated,
so that they can be freely used and not forever relegated to a "wall of
shame"
blacklists contain no information that would be relevant to a list like
that - the blacklists are not about replacing non-free programs with
anything but perhaps liberated versions of themselves; and they are not
intended to be interesting to the eyes of end-users, but only intended
distro packagers and tinkerers
