I don't understand concretely what change you propose to do,
so I can't comment about it.

What I CAN say is we want people to release under GPL 3-or-later,
NOT GPL 3 only.

Is there any chance that we can convince the authors of these
programs to choose GPL 3-or-later?

It is quite possible that they never intentionally made a choice about
that, which could mean they could easily choose now.
