that specific example given by adfeno is only a category
description though - no one would interpret that as a
requirement - the general semantics for any category description
is:
> All entries listed in the 'foo' category have 'foo' in common
the current wording is merely presenting an observation, that
all software currently happens to fall under that category,
currently, rather than only describing the semantics of the
category - it is equivalent to
> "There is no currently software in the FSD,
> which does not run on GNU/Linux;
> so they all happen to fall under this category, currently."
if it is truly a requirement, that category description would
not be the appropriate page to declare it - presumably it would
be mentioned more formally on some other page, for example, some
contributor's documentation, which describes which software and
licenses are allowed
