I added this to https://directory.fsf.org/wiki/Free_Software_Directory:Requirements#Free_programs

• The program must run under the GNU operating system or any free variant of the GNU systems like GNU/Linux, for example GNU Guidelines for Free System Distributions (GFSD) commitment GNU/Linux distributions. We import package data from the Debian main repository. Even if a free program runs on BSD or Android (or Replicant which is GNU GFSD compliant), but not GNU or GNU/Linux, we don't add it. Also, if they don't currently run on GNU, at least it probably isn't hard to adapt them to run on GNU.

Richard, please modify the text or approve it.
