i should start by mentioning, that this mailing list is not intended for
asking questions about the GPL, and no one on this mailing list is a legal
expert AFAIK - if i do not answer the question satisfactorily, or if you have
further questions, it would be better to ask in the #gnu IRC channel, or some
other mailing list (im not sure which)
i dont not quite understand the question though - it seems to me, that the
answer is obvious
if you are asking how much money it would cost to convey source code on
physical media such as a CD, it is the cost of the medium plus the cost of
shipping, multiplied by the number of people who ask for source code - the cost
of the medium obviously depends on the medium - if that is a CD, the cost is
negligible compared to shipping - the total cost would depend on how many
people ask, and how far away you would need to mail each CD
however, you could avoid that guesswork, and avoid charging the user for
sources, by going for a "flat rate" plan per 6b(2) "access to copy the
Corresponding Source from a network server at no charge." - that would be the
cost of web hosting (about $5-10 per month, or serve the files from your own
computer) - though there are freebie hosting services for free software
projects such as tuxfamily, sourceforge, github, gitlab, codeberg, many more
but ... you could avoid all of that, by simply giving the source code along with
the binary in the first place (6a) - in which case, the extra cost of conveying
sources is pennies per unit (1 CD), and the number of people who ask for source
code by mail would probably be zero
