Thanks, I have looked at his algorithms and there are two seperate loops a a rough Pull-In loop and 
a fine Tracking Loop. I am playing with the notion of using only a fine Tracking Loop, with an 
initial adjustment of Frequency and Phase to bring the NCO close to the carrier.
