	Switched capacitor circuits are horribly inefficient, noisy, 
have poor regulation and output voltage granularity.  The only part of the 
circuit that limits currents are ESL and ESR in the switch.

	If you need 2mA at 33V, you could probably get away with it, but 
it's quite a hack.  Inductors aren't really anything to be afraid of... :)
