9v  to  33v  isn't  to far off. At first glance I don't see what would
stop  you  from changing all those D's and C's to a zener and a single
C. Looks like it does about .2mA a bit shy of the 2mA max for the 4702
or  the 4707. Looks like there are a number of chips from Maxim-ic.com
could work fairly well.

Switched capacitor circuits are horribly inefficient, noisy, have poor regulation and output voltage granularity. The only part of the circuit that limits currents are ESL and ESR in the switch.

If you need 2mA at 33V, you could probably get away with it, but it's quite a hack. Inductors aren't really anything to be afraid of... :)
