... or needs some way to get a hold of the filter instance ...

Ah, this works:

def build_graph (stuff) :

   fg = gr.flow_graph ()

   chan_filter_no9 = gr.freq....

   return fg, chan_filter_no9         <--- returns a tuple

def main () :

    tuple = build_graph (stuff)

    tuple[0].start()                        <--- access 1st item in tuple

    tuple[1].set_center_freq (newfreq)         <--- access 2nd item in tuple
