D. Shen's tutorial are somewhat out of date.

Are you building from CVS or from the tarballs?
What distribution/version are you using.

Do you have a working gnuradio-core install?  If not, you'll need that
first.  Once you have that built, and it it passes "make check" you
should be able to just unpack gr-howto-write-a-block-X.Y.tar.gz and

  $ ./configure
  $ make
  $ make check
  $ make install

It works fine for me.
