Tarballs are available for testing release 3.0.1rc1:

http://gnuradio.org/releases/gnuradio/gr-howto-write-a-block-3.0.1rc1.tar.gz

This is a cumulative bug fix release to the 3.0 release of October 8.
The update history since release 3.0 can be found here:

To compile, untar the file into a directory and do the following:

$ ./configure 
$ make
$ make check
$ sudo make install
