Well, I've since reverted a portion of the gr_qwt.m4 file to remove the
need for the qwt subdirectory.  The reason--the canonical tarball from
[...]
It's really up to the distribution packagers to standardize these
according to the LSB, so Trond, you could create a .pc file with the
right info for where you're putting them with your RPM.  But my
configuration script needs to work whether there is a .pc file or not,
so I can't take advantage of it until even the canonical upstream source
has one.


When packaging stuff I try to remain compatible with upstream, but the
qwt package contains _alot_ of header files, and I think it would be
better to store them in a separate subfolder. I'll discuss this with
the upstream devs too.
