Sometimes they are fixed. Have you queried the valid ranges for the
daughterboards you are using using bdev.gain_range()...
Outside of the Basic Tx and LF Tx, none of the d'boards have
adjustable transmit gain.

There's a known problem in the first ~1K rx samples when the USRP is
first enabled.
