You have to take the latest trunk of GNURadio, not the 3.1.3. release.
Get it with
# svn co http://gnuradio.org/svn/gnuradio/trunk gnuradio
and follow the instructions on this page
http://gnuradio.org/trac/wiki/BuildGuide
