I suppose that's one way to do it, but you'd be better off using the
values in your file as the input to an FM modulator, rather than
manipulating GRC variables. There's an FM modulator block that would
accomplish this, among other ways. I don't think the method you're using
will work; the throttle block definitely isn't intended to be used in
that way.
