GNU build system also do not seem to support TCE compiler (CFLAGS=tcecc gives error). Is there any project where GNU radio have been used without any OS support as standalone system??

I don't think anyone has done this, and I think it's going to be a really difficult problem, if it can be solved at all.

Look at how the Ettus team and Balister used OpenEmbedded for getting GNU Radio on the E100.
