 Yes that was the issue. Filling in the right values there fixed the problem. It might be worthwhile to add some warning when the block is loaded if a user neglects to update the xml. Perhaps generate a tag that the user must remove when he goes to edit the file or print the offending tags in the xml.

AttributeError: 'Block' object has no attribute 'horizontal_label'
