Glen,
do you mean libsdrplay_api?
That shared library is part of the SDRplay API install, which is a prerequisite
for the gr-sdrplay3 OOT module.
You can download the SDRplay API from here: https://www.sdrplay.com/api/ -
you'll need the installation package for Linux, of course.
