Error during compilation

During compilation I received the following error:

mkdir -p example.service/Resources
/bin/sh: opentool: command not found
make[4]: *** [example.service/Resources/Info-gnustep.plist] Error 1
make[3]: *** [example.build] Error 2
make[2]: *** [example.all.svc.variables] Error 2
make[2]: Leaving directory `/home/heron/gstep-001011/gui/Tools'

make: *** [subproj-all] Error 2

Has openapp become a prerequisite for installing GNUstep?   The install process
should be as easy as:

1) ./configure
2) make
3) make install

I am doing an update from CVS to see if there is still an issue.
