Yes, since this is what is explained in the INSTALL file.

I already tried this. The message below occured after the following steps were
performed:
1) Unpack the gzipped tar file.
2) update from cvs
3) configure
4) compile the makefile package and install it
5) build all of GNUstep
As I already said below, it is possible to build if you compile all of the
libraries seperately. This, however, conflicts w/ the documentation which
states:
Here is a quick-and-dirty example of installation commands:
./configure --prefix=/usr/local/GNUstep
make
make install
Here are more detailed instructions.

The installation process in no problem for me since I am an experienced
developer, but for the uninitiated it could be frustrating since the
documentation does not reflect the current state of affairs.
