Window focus improvements

I've checked in some changes that should improve window focus handling,
although not everything is fixed yet. Some things that are fixed:

- Proper key window handling when ordering a window, unhiding the app,
using popupbuttons, and de-iconifying a window.

Problems that aren't fixed yet.

- Returning input focus back to the last app when a GNUstep app is
finished (problem interacting with WindowMaker). 

- Handling app icon and iconified window events (possibly because
override_redirect isn't handled correctly).

If you know of any others or any event handling problem, let me know
(While I'm still deeply in tune with X11). Remember to
clean/make/install the gui and backend libraries.
