gstep-base localization files

I add support for loading language files to GNUstep base/NSUserDefaults.
One particular feature is that on system that support locales (e.g.
GNU/Linux, Solaris), it can get language information from the current
locale (see setlocale man pages). This automatically localizes GNUstep
for all the locales that your OS supports (currently over 80
languages/contries on my machine).

Note that while locale information provides most of the information that
GNUstep base uses, it doesn't provide all the things specified by
OpenStep. If you would like to provide a custom language file, use the
tool locale_alias in the base/Tools directory to create a skeleton
version of the language file that you can fill in or adjust. Currently
all we have is English and German. Make sure to set your locale first.

Also, I assume that the various GNUstep base classes support
localization, but I don't think it has ever been tested.
