documentation.make changes

I updated documentation.make to remove the use of tmpl.texi files, since
they're no longer necessary (to convert @email and @url constructs), and
haven't been necessary for a long time.

I updated all the core documents to reflect this and I'll try to update
as many other packages as I can. if you use this in any of your own
projects, make sure to move all the tmpl.texi files to texi files.
